WHAT DOES A MANAGEMENT ANALYST (STAFF ASSISTANT) DO?As a Management Analyst (Staff Assistant), you will serve in the role of a Senior Advisor. This position is under the general administrative direction of the Division Commissioner and/or the Deputy Commissioner. You will be responsible for the general management and administration of claims submitted by Whistleblowers who are providing information which helps uncover tax noncompliance. You will be responsible for complex, highly technical tax computations relative to compliance examinations involving tax noncompliance identified by whistleblowers, in the determination of appropriate financial awards to the whistleblowers. You will be responsible for high level, cross functional projects and/or claims, often of a highly confidential nature. These may include the development of broad policy and operational objectives as they relate to the function, which often require integrating and/or coordinating efforts and activities across organizational lines, including the Office of the Commissioner/ Deputy Commissioner, other Operating Divisions, and functional organizations. As a Management Analyst (Staff Assistant) you will:
Plan, perform, and/or coordinate the most significant and complex whistleblower claims encompassing the entire program and functional areas of the Division Commissioner, often cross Division Commissioner and other agency lines. Review and evaluate claims filed for award by whistleblowers, using administrative and management decisions to assure accomplishment of the proper result. Coordinate with other functions and divisions on matters mainly involving issues with multi-organizational, functional, and operational areas and assure understanding and consideration of the Division Commissioner's policies and views. Independently monitor claims throughout the life of each claim, including through the investigation, examination, appeals, and collection process. Undertake special studies and investigations and analyze technical, operational, and administrative problems which exist or may arise in the program or claims. Evaluate the benefit of the information brought forward by the whistleblower and make a determination about the appropriateness of an award; determining the appropriate percentage for award, if applicable. Facilitate communication with external and internal customers and stakeholders concerning the Whistleblower Program. WHERE CAN I FIND OUT MORE ABOUT OTHER IRS CAREERS? You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
application of professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities; interpretation and application of Federal tax law for individuals, business and/or exempt organizations, partnerships, and corporations to analyze complex work assignments; applying knowledge of highly technical tax computations relative to compliance examinations to perform studies, evaluate and determine changing situations; experience in coordination of projects, tasks or efforts with high level, cross functional applications, requiring integrating and/or coordinating efforts and activities across organizational lines; interacting effectively with a broad range of individuals and specialists in accounting, legal, tax, and other similar business related professions to communication ideas to key stakeholders.-The experience may have been gained in the public sector, private sector or Volunteer Service. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
